Regulatory Roadmap

UAE e-Invoicing Mandate Timeline

The UAE Ministry of Finance (MoF) is introducing mandatory e-invoicing in phases; the reported data is received by the FTA.

    Voluntary pilot

    Started

    From 1 July 2026

    Participation is by invitation only and requires the business's written consent. The e-invoicing penalties of Cabinet Decision No. 106 of 2025 do not apply to pilot participants.

  2. 2

    Large businesses — appoint an ASP

    Approaching

    Deadline: 30 October 2026

    Businesses with annual revenue of AED 50 million or more must appoint an accredited service provider (ASP). Ministerial Decision No. 66 of 2026 extended the deadline to this date.

    Large businesses — mandatory e-invoicing

    Planned

    Mandatory from 1 January 2027

    Businesses with revenue of AED 50 million or more must issue and receive Peppol PINT-AE e-invoices for both B2B and B2G transactions, with the tax data reported to the FTA through their ASP.

    Businesses below AED 50 million

    Planned

    Appoint an ASP by 31 March 2027 Mandatory from 1 July 2027

    Businesses with annual revenue below AED 50 million first appoint an accredited service provider (ASP); e-invoicing then becomes mandatory for them as well.

    Government entities

    Appoint an ASP by 31 March 2027 Mandatory from 1 October 2027

    Government entities follow the same two steps: first they appoint an accredited service provider (ASP), then e-invoicing becomes mandatory.

    Transactions within a VAT group — grace period

    1 January 2027 – 31 December 2028

    Transactions between members of the same VAT group have a 24-month grace period under the MoF e-Invoicing Guidelines (V1.1).

B2C transactions are out of scope until a separate ministerial decision provides for them.
